move cells to right in a locked column when colum equals to certain value

Hi All

I have a sheet where, when I select certain value from list, the cursor should move to the right (Column is locked so macro should unlock the column and lock again). Also i need to restrict characters to 7 and 12, where cursor moves...

I need a Vba code for this..

This is my first time..i tried my hands on Vba taking help from google.
