NBA Lottery type problem using Paste

Let me explain:
We run an online panel, where members accumulate points depending on how much they interact with our content.
So each month, we want to conduct a prize draw where the chance of winning is increased the more points you have.

e.g.
Col A Col B
Aaron 5
Philip 15
Clair 400
Toby 30
Elysa 5
Howard 0
Helen 5
Craig 8

Clair, has a great chance of winning, whereas Howard has zero chance.
I want to paste everybody's name into an excel spreadsheet the specific number of times as in Col B. So Aaron has his name pasted 5 times, and Philip 15 etc. How do I do this?

after that I will number each row and run a random number generator to pick a single winner. The name with the most rows obviously has the bigger chance of winning.
