Work Rotation schedule

At my job, I am in charge of 25 employees, there are 4 people to a rotation. I make rotations, using 6 columns, 1 for job number, 1 for job title and 4 for the quarters we work. Each day, I make a rotation schedule, attempting to randomize the rotations. Each person can do 4 or more jobs and we work four quarters. So they rotate every 2 hours. I want to know if it is possible to create a program that I can pre-define the jobs a person can do and click a button and it will generate the daily schedules, randomizing the jobs per quarter and not repeating jobs unless necessary. Also would like an option to enter the people off for the day and have them removed from the pool.

Any help or suggestions would be great. I waste close to an hour a day trying to perform this task.
