Macro that creates ID's for each record NO additional IDs are needed

I created the below macro which should create a generic customerID for each record. It should only create an id for each line item. I dont want it to create additional ID's when there are no records. However my macro is creating more ID's than needed. If there are no records avalable it should do nothing can someone please assist

my orginal code is copying records from on worksheet to another and then calls the ADD_ID macro above to create generic ids.
WHEN I click execute if there are no emails it shouldn't create and ID's if there are emails it should only create ids for the emails available
