copy value of one cell into another VBA

In the above code
If Len(Target) = "" Then
Range("B" & Target.Row).Value = Range("A" & Target.Row).Value

doesnot copy value from column A to Column B when column C cell value is empty.
Plz correct this line of code , other code works fine.
2- if i change value in column B manually , it will not update it automatically whenever i again change columnC value
