Macro loop to copy cells "x" amount of times in two additiional columns

I have a workbook with two columns, Column A reference "CC" which has 256 different values and Column B "EXP" which has has 25. What i want to achieve is for values in C for every value in Column A copy x 25 times. In column D would be copy the 25 values in column B x number of times based on column C.
Apologies for my wording, its quite hard to explain. I have attached a spreadsheet highlighting in yellow the first two results I would expect.
