Vba macro code for filtering based on two col years...

In the attached file the first two cols is our area of interest. based on this only we need to do FILTERING process. FOR THIS I NEED MACRO CODE.

The output must contain only the years less than April month of next year of season. To be more clear, if the season is 1971 and date is 22.12.1971 (same year) then it has to retained. if the season is 1972 and date is 12.04.1973 (next year) then this row has to be removed. likewise the rows above April month of next year has to be filtered.

For your easy understanding I have done manually and attached the file. please find the attachment...
Hope i am clear and not confusing. like this i have to do for 700 files.
I need very urgently... Please do help me..
