Designing a Macro code for new column with some new offset

Hello Guys,
I am new to macro and having difficulty of designing macro code for this please help.you can find the attached file details are given inside it.

I have 3 columns first is Time second is Act1 third is Act3

I already have designed Time and Act1 column with offset of 2 sec.But I need values in act 2 with a new offset such that when i make a graph, their peaks are on same line.

Need Macro Code...Help will be appreciated!
