Google Sheet : ImportRange With Different Amount of Row [Target Sheet & Data Sheet]

hello expert..

i'm looking for formula to import data with condition can skip row if no data.
my target sheet in sheet 'result" and my all data in sheet "data2, data3, dataxx...etc
note:
1. amount data in sheet 'result is always consistance with 6 data
2. but amount data in sheet "data2, data3 is not consistance ..sometimes contains 6 data , sometime contains 5 data
but the name of city excact the same name...

how to make formula work automatic can imported data adjustable with the name of city then skip row if no data

hi Haluk, after check spreadsheet i think i mistake question, should be in cell G12 till E12 "city of "Surabaya" keep existing with data = 0
my question may be Importrange with Vlookup or match index ....based on name of city with respondent in sheet "result"
