GoogleSheets has FILTER, so try this for no. 2:
=FILTER(E5:E9,(A5:A9>=F11)*(A5:A9<=F12)*(E5:E9<>""))

=TEXTJOIN(",",,FILTER(D5:D9,B5:B9>=LARGE(B5:B9,3)))
or:
=TEXTJOIN(",",,SORT(FILTER(D5:D9,B5:B9>=LARGE(B5:B9,3)),,FALSE)
