Calculate % Paid for each Quarter (Google Sheets)

I am attempting to calculate the percent paid per quarter for my workbook. I have checkboxes in sheet and when paid for the month they get checked off (True/False). I then named each range for quarter accordingly. IE Q1, Q2 etc. Issue I am having is the percents are not coming up properly. I just need it to calculate each user that has paid and then divide that by total ACTIVE users. It should not include inactive in the calculation. I can not grasp how to accomplish this.
