Create a graph for travel time for different trips through the course of the day

I've unsuccessfully been trying to create a graph which would plot travel time for various trips through the course of the day. I've attached a spreadsheet with the raw data. the Y-axis needs to contain values in the second column and has to as precise as possible and the x-axis has to have values from the first column which has to be represented in hours,ie, 7,8,9... The X-axis should show only the hours but as per the values it needs to be plotted in-between the hourly intervals. I've tried changed the format of the first column to only hours but when selected the values are repeated in the graph.
Note: There are A LOT of values I cant change individual values.
