Incorrect IF statment

Hi I am trying to create an IF statement to do the following:

Logic True False True False
IF H1>=1,000,000,000 OR (H1 = "Above Bracket","Good", Find E1 in $A1$:$A$4 and see IF H1<D1, "Consolidate", "Accredo"

I have 2 pivot tables in one with the same columns (Label, Sum, OQ, OB). I am trying to create an IF statement to check the label and then the OB to see if it passes a logical test, if it doesn't, then I want it to go through an additional series of logic. My problem is that the label has to be read from 2 different pivot tables and there are multiple rows to be searched to "find" the right label and associated "OB". Here is an example:
