Creating formula to return notification of date

I am trying to create a document that I can utilize throughout our agency that will automatically update when a specific Evaluation is due based on the date of the most previous. They are due each year and I want for it to return "DUE" when the date is approaching within 7 days and "OVER DUE" when the date has exceeded the date.
