IF statement with array formula

I am trying to perform an array calculation when an IF statement evaluates to TRUE.

When I type in

I get the correct sum of interest of 10.51.

However, when I modify this formula to

I get 0, despite the fact that

Please Login or Register  to view this content.

Gives TRUE.

Any glaring mistake in my logic?

What will happen if you remove 0 at the end of the second formula?
