I need to format a cell to show hours and minutes. For example 1'30". How do I do this?
Give this a shot.
In cell D1: 6:00 PM
In cell D2: 7:30 PM
In cell F1: =D2-D1
It should display "1:30 AM"
Right-click cell F1 and select "Format Cells"
Go to the number tab.
Select custom, and delete whatever is in the text box.
Place this in it:
hh"' "mm"''"
Press Okay, and that should do it.

Do you have your terminology correct? (degree, minutes, seconds or DMS)
A degree is 1/360 of a circle, a degree is split into 60 minutes, and a
minute is split into 60 seconds. The single quote normally is for
minutes and the double quote for seconds.
