Reputation-adding obstacle?

What's the point of this please?
"You must spread some Reputation around before giving it to xxxx again."

Surely it's quite likely that a forum user might want to add quickly to several posts, some by the same author, possibly in different threads?

Means that you can not add rep to the last member that you offered rep. You have to give to someone else at least once and then you can give again to that member.
