One I have learnt over the last few months, " You are NEVER too old to learn ".
Sometimes I forget to say " Thank You " for your assistance, so here I say " A BIG Thank You. "
You can absolutely ask a question without providing sample code and/or a workbook. No problem.
However .... oftentimes to obtain a quick and accurate answer ... those items are required.
Depends on your decision ... do you want a quick answer and one that is accurate ? Or are you willing
to wait for someone willing to assist and perhaps take several days to get the answer you need ?
There's no rule that states that you MUST provide a sample workbook and/or code.
However, it very much depends on how simple/difficult your problem is, and how clear and detailed your explanation, if you will get the answer you expect, hope for, or desire.
