Although this forum is the Excel Forum, I notice there are also boards for Outlook and Word. I have done a large amount of VBA for Project, and for integration of Project and Excel.
Who are the Powers That Be that I would suggest this to?

Personally, I think we should stick to Excel here - that's the site name & what we have the most expertise in. If there's enough interest shown here then the owners should pick up on this, if not 'll email them.

General consensus was, is and remains: there are too many forums as it is.
The site has needed an overhaul in that respect for as long as I've been a member and though often touted as "the next thing" has yet to materialise*
The owners generally speaking create whichever forums seem a good idea to them at the time - irrespective of demand/necessity/logic
In short I'm not sure asking them makes any difference either way.
I am surprised we've yet to see forums for XL2010 & XL2011 given the owners propensity to create one per version... the 20 people using XL2008 were obviously ecstatic the moment that forum appeared...
* instead we are now the proud beneficiaries of a "skin" that we didn't ask for and that doesn't work properly (to the extent that a lot of us don't use it)
