I'm trying to find a way create a 2nd level row label under my Values that contains three categories. The issue is that I have about 15 items in the Value's box, but not all of them have the same three categories. Is there a way to force the table to show the three categories and to give me the counts for only those that match? If I keep adding the items to the Row labels, they just nest under each other.

Background.
1. Users are rating each other across 15 domains and giving a Standard Met, Standard Not Met, and Standard Not Applicable for each domain. The Excel table contains a column for each domain and each row corresponds to each rater. I'm finding that for the first domain, if all cells are Standard Met, I cannot add the first domain to the Row Label box because another domain column might contain any mix of the three ratings.
