Normalizing The Data

I'm having trouble isolating region information (West, East, Central) as column by normalizing this data. Do you hava any suggestion?

looks normal. (except you dont have a year)
but I seems to pivot just fine.

There are two sheets. One is Not Normalized other is Normalized. I want to make Not Normalized One Normalized. How?

I don't know the way. I didn't get rid of "regions" either.

It would be better that we add region information as column.

I did not select the region in the rows (of the pivot table).
