Creating a combination chart (Bar with Scatter Points)

Difficult to say what is going wrong. After changing the 3rd series to an XY scatter chart, I would expect that you will need to go in and change the Y values and X values ranges to the appropriate X and Y values that will give the desired look. After changing the series chart type to XY scatter, what are you using for the X and Y values of this series?

I also note that your secondary vertical axis is set to automatic min and max. I find that I usually need to fix these values to appropriate values in order to get the XY series to show up in the right place. For a bar chart with 33 categories (if I counted correctly), this usually needs to be 0 to 33 or similar.
