Axis for line graphs

[MH2017]

I'm plotting the following data on a line graph and assumed they would all be plotted on the same axis but for some reason Excel screws around with the values on the y axis and seems to plot Rates 2&3 as a function of Rate 1. Any ideas why?

Rate 1 59.9% 55.4% 45.6% 63.1%
Rate 2 49.6% 40.3% 35.1% 47.2%
Rate 3 10.3% 15.1% 10.5% 15.9%

You selected STACKED line chart rather than normal line chart
