3D charts are severely limited in Excel. How about just CF color scales?

Or you could use 6 conditional formatting rules to set the cell colors
Value <= 0.2, some format, stop if true
Value <= 15, some format, stop if true
Value <= 40, some format, stop if true
Value <= 75, some format, stop if true
Value <= 150, some format, stop if true
Value <= 250, some format, stop if true
Then apply a default color to cover the case > 250
