So I've been struggling for a while trying to achieve a certain type of plot and have come across a number of different hurdles. The data I'm trying to graphically represent is a risk assessment Chance of Occurrence vs Risk Severity.
It is quite hard to explain the type of graph I am trying to produce and I just can't figure out where or how to achieve this.

the picture attached (excuse the paint style mark up) shows the type of graph I am aiming for.
I have tried looking into doing this by adding each point as a manual series which produces the correct look to the chart...

However this does not show the labels on the chart space. something like the following picture is almost exactly what I am after...

I tried to achieve this through Power View but seem to be unable to install it on office 365? so I have also looked at using Microsoft's "Power BI Desktop" but just hit a brick wall of not knowing where anything is?
If you know of any solutions to this, either how to install the addon "Power-view" or if there is a way to achieve this without it, the help would be much appreciated!
