If I start with a blank worksheet and build a simple bar chart with positive and negative values, Excel automatically places the axis at the 0 mark of the horizontal axis. The only thing that I need to do is format the vertical axis and tell it to move the axis labels to "low" instead of the default "next to axis".
Without seeing your chart, I can only make the following recommendations:
1) Select the horizontal axis and make sure that the "vertical category axis crosses at" is set to 0 or automatic.
2) Select the horizontal axis and make sure that the min and max values are either set to automatic are are fixed at reasonable values.
3) Select the vertical axis and make sure that the axis labels position is set to low.
Does one of those fix the issue, or is there more to the question?
