Is it possible to do a flow map in Excel, similar to below? I have been able to do a heat map only so far and google results return only solutions using paid/limited add-ins.
Is it possible to do proper flow map in Excel using standard functionality or free add-ins?

You have not provided enough information about what data you have.
The drawing of the arrows can be done using a xy-scatter.
You can not mix bubble and xy-scatter so the dots would need to be additional series with either code or multiple series used to vary the size.
The area map would either be an image or more xy-scatter lines.
