Showing busy hour by month

Hi All,

I got stucked how to present the following information in a chart.

Here is my table structure Month, Time, Number of Surge(Surge is the busy hour when we high case volume).
Explaination of data table : During April-21 at 3:00 am there is 1 occurrence of Surge. April-21 at 13:00 there is 24 occurrences of Surge

My goal is to show Month in X axis and Time in Yaxis and values are from Surge column. Please let me know if any got any thoughts.

My idea using Horizontal Lollipop chart (actually scatter chart with error bar).
