Multiple axis plot help

I am looking for some help figuring out how to graph this information I have. I am trying to make the TX values my Y-axis and the RX values my X-axis and then I wanted to identify the value of where those two intersect (the numbers) I have a 3D plot but if there is large data that is at the front say it would block out everything else. Is there an easier/cleaner way of doing this? Also please let me know if I need to clarify what I'm trying to do. I have attached an example sheet as well. Thanks everyone.
