Find the reuslt from two search criteria

Hi

I am having trouble finding a formula to find the result I am looking for.

See the attachement
- In sheet 1 the search criteria is either Site code(B4-6) or ESA code(F4-5) and either Performance Measure - Job Placement(C3), 13 week Full Outcome(D3) or 26 Week full outcome(E3)
- In sheet 1 the result needs to populate in the green cells
- In tab C the data to be searched is held.
- Site code is in column L, the ESA code is in column I, the Performance Measure's are in column R and the result I am looking for is in column S

What makes this a bit tricky is that the only time the ESA code in column I is to be used is when column L is empty. For example in ESA code 4GRA is seen in column I row 200 to 254 but the only time the search should use it is row 244-254 because there is no site code in cell L.
