Creating a percentage from different cells depending on the rules of the cells. help!!!!!!

Could someone please help me, im so confused.

I work for a logistics company and ive been asked to create a spreadsheet to calculate on time departure into a percentage depending on if the vehicle leaves on time.

So i have a column with routes, there are 10 routes with a pre planned departure times (this is our target) G12 to G21

In another column we have to type in the actual departure time. O27 column.

If the departure time that we type into O27 is later than G12 then this counts as a 10% miss, as 10 there are 10 routes. If it is less than the departure time then it should not affect the percentage.

Im really sorry if i have lost you here but it will come to light when you look at the spreadsheet.

In O18 is the performance percentage already set at 100% and when 1 route leaves late then this percentage will move down to 90%.

Is this possible? i would be so greatful to someone that could tell me how to do it or do it for me.
