Conditional formatting with Picture

Hi
I need a help in conditional formatting please check the attach file
If "0-2 hr TAT%"of “Arindam “ equal or more than 90% then the WOW picture should reflect in J12 and if the % is Less than 75 then Need improvement picture should appear in J12
I don’t know is it been possible or not but if anybody can help me in this then it will be a gr8 help

I have tried as per the video but the picture is not coming I am attaching the ex please check
In "J","R","Z" I need that .please check it
I have applied as per the video only in J8 but it is not done.

please help me out
