Array formulas with dependent drop down menus

Hi Everyone,

I posted about a month ago and my issue was solved. My spreadsheet has now become more complex and I need to add another drop down criteria that will impact the output.

Attached is the spreadsheet and the link to the solution provided a month ago. I updated the spreadsheet to add in "Entity". The intention is to select both the Entity and Department and have cell D5 output be related to just the 2 dropdown menus in column B.

Is this possible? How can I expand my array formula or change my drop down formula to incorporate this?
