Listing Unique values based on partial match criteria

I am trying to write an index match formula that will allow me to return the unique values from a data list if the values meet a partial match. Due to the type of formula i am writing i am not able to use wildcards to narrow down my search. I need to list unique values in column D when the corresponding value in column E hits on a partial match that is not already listed in the above rows. I have found multiple results on my google search but nothing matching all of my needs and i can't seem to figure it out on my own. My original formula was

but unfortunately i can't use wildcard characters to get my desired result. Any help would be much appreciated.
