Equation to consolidate names into one cell based on a specific value

    Hey all,

I work at a school and I'm struggling to figure out if there is a way to do this. I want to consolidate the names of scholars that fail a test/question into one cell separated by commas.

If need be I can post a document, but i don't think that would do anything to help.

Here's the example of what I'm trying to do:

    Row 1________Row 2
    Scholar A_____100
    Scholar B_____0
    Scholar C_____0
    Scholar D_____100
    Scholar E_____0

    Failed_____B, C, E

So essentially I want to consolidate the names of scholar B, C, and E into one cell. I am planning on using this for each specific question on the tests to show teachers what scholars answered each question incorrectly. I was able to do this last year making a huge table and a bunch of IF and OR equations. Just hoping there's an easier way to do this with less steps.
