I have dates in column A 8/31/2014 i need to attached the specific time 11:59:59 PM how i can make it?

In B2 enter the formula:
=A2 + TIMEVALUE("11:59:59 PM")
Then copy down.
To make the change in column A, copy column B and PASTE SPECIAL > VALUES over column A, then remove the formulas from B.
