Conditional Format or Data Bars or something else

Hello all,

How can I easily show whether a cell value is above 33% and therefore green or below 33% and therefore red?
See attachment, It only looks at values as below or above 0

The cells are only formatted to show % they don't contain a % and hence in the CF you should have selected 'Number' as the type rather than Percentage.

However see attached which uses a simple formula rather than a data bar since I presume you want the whole cell to be coloured
