Data Bars in Conditional Format are not displaying % from 0-100 correctly in the cell

I just learned how to display a cell as a data bar using conditional formatting, but can't get the percentage from 0-100 to show up within the cell correctly. For example, I have one cell that is 58.4% and no bar displays at all. I have minimum set at 0% and maximum set at 100%.

Edit the CF Rule and change Shortest Bar setting to Number and 0, and change the Longest Bar setting to Number and 1, then OK your way out.

    Hope this helps.

    EDIT:

Now I understand what you were after. Pete's solution should work.
