How do I calculate how many weeks are in each month?
I want to be able to change the year in another cell and according to the year, the total of weeks will change.

I want to be able to change the year in another cell and according to the year, the total of weeks will change.
Here's one way, but it does not quite tally with your manual calculation:
=WEEKNUM(EOMONTH(A$3,ROWS(D$1:D1)-1))-SUM(D$4:D4)
