Formula for certain date to appear based on a static today's date

Hi. I want to have a date which is 2 weeks from today's date and the date should appear automatically and stay the same after I save it.
It's kind of formula =TODAY()+14, however the date should not change whenever I re-open the file the next days.
For example: Today's date is March 11, 2017. I want the date March 25, 2017 to appear in cell C3 and that that will not change when I re-open the file on the next days. I want a formula, not a VBA or Macro if possible. Is it possible?

No, but you could do it like this:

    =DATE(2017,03,11)+14

Sorry for not explaining it clearly.
If I open the file that I sent earlier (as master file) on 11 March 2017 (today's date), in C3 should appear as 25 March 2017. Then I save that file as another file (for example, Due3). When I re-open Due3 on 12 March, the date on C3 should still remain 25 March 2017. If I use the =today()+14, so when I re-open the Due3 file on 12 March, the date will be 26 March 2017. I don't want that.

But the date on the master file should remind as 2 weeks from the date when the file is opened. If I open that master file on 1 april 2017, in C3 should appear 15 April 2017. Then if I open the file at another date, for example on 5 April 2017, so the C3 should show 19 April 2017.

    Hope this time is clearer.
