Count past due Milestones based on 2 criteria

I manage projects which each has milestones (M1- M11). Each milestone has 2 columns - planned and actual. What I want is to count the milestones that are past due, based on current date (today). The PLN column shows the planned date the milestone should be met. If it is met, the ACT column will be populated with the actual date it was completed. Since I have hundreds of projects, I want to summarize (COUNT) in a table (sheet2), how many are past due per milestone....

The Criteria to COUNT:

1. The milestone date is past due (based on TODAY date)
2. The ACTUAL milestone (adjacent column) cell is empty - no date populated

In the attached file, I provided an example... I don't know which formula would scan both criterion...

I'm revisiting this as the original formula (although it works perfectly)counts everything regardless of status of the project. I only want the formula to count past due milestones (same criteria as above) but for only the In Progress projects. I want it to ignore COMPLETED, On HOLD, Cancelled and Requested projects.
