Ok im trying to build a spreadsheet and i want excel to pull data from a table that contains the information from the value, example if i choose 14 i need to to recognize that i chose 14 and have it to insert .04, and 05814 along side with it, but if i choose 12 then it would change those values to .055 and .09283

From your description, I think that you could use a VLOOKUP function to pull that data you are looking for.

The VLOOKUP formula would be in the cells that you want to display the .04 and 05814.
The VLOOKUP would reference the cell with the number 14, look at your data table, and return the data from the designated column.
