returning totals line in sheet with extra empty columns and rows

I need a formula that will search column A for the letters "TTL Emp" and return the number next to these letters and the row that is two rows below. And do this for all of the lines that have TTL Emp in column A. Not sure it may need to be a macro. That way I can then do a sum off all the regular hour and OT columns for control totals.

=sumif($a$1:$a$716,$a$31,h$3:h$718)

This formula is close but not quite there. I need the entire row returned and the employee number (next to TTL Emp)
