Formula only works on first cell specified in range (AGAIN!)

    All I did was to select the range A2:D32 on the 'Overlook' sheet > open conditional formatting > manage attachments > edit rules > pasted the formula into the window.
    Attached is a copy of the file with the conditional formatting formula applied.
