Copy & paste - based on reference

Completely stuck with the following - & it's a little hard to explain! (it might require VBA)

I'm trying to copy & paste my raw data (G1:J26) - using the time as a reference - into A1:D171 (i.e. if 14:30, paste HH, T, 4 (drag down for all values of 14:30))

I've added the ideal result into M1:P171

Any questions feel free to ask

At 14:20, it is H,A,5 but why you expect it to be H,A,4 and H,A,6 (range M14:P15)?

    That's a good spot

    That's my mistake. H, A, 5 is what it's meant to be
