I have tried to find how to use Gradient fill in Excel 2016 with no luck.
Every example i have seen shows where to go and click on "Fill Effects"
I do not see this option in Excel 2016.
Can someone help me with this?

Right-click on a cell.
Format cells...
Fill tab.
Fill effects...

I tried that, I don't have a choice for "Fill Effects"
I watched a video just to make sure i was in the correct place when I went to the the Format Cells, then after clicking Fill Tab, I did not have option for Fill Effects.
I use the Mac version of Office 365, Im just wondering if this is another one of the issues between the Mac and PC version?

I did it on a Windows 10 machine 2016.
I just read this, I figure its the same for Excel, even though this post is from Microsoft Word for Mac.
The Fill Effects option (which included Gradient among others) for Page Color was dropped in the Mac Word 2016 release. Only solid fills are available. You can express your opinion by clicking the ☺︎ at the right end of the Ribbon in Word.
You can improvise by drawing a full page rectangle in the Header/Footer layer & applying a gradient fill to it. If you have any content in the Header or Footer apply Behind Text Text Wrapping to the rectangle.
