conditional formatting with IF function issue

Hi all,
I'm having trouble with the greater than and less than function using the value of the IF function. I've attached a file for example.

The IF function is simple if Y = 5%, if N = 10% then i want my total % in column K to shade red is less than that value or shade green if greater than it. It seems super simple so i'm not sure where I've gone wrong? please help
