I am trying to conditionally format a table in excel but it is not working.
so the table has a list of 'deliverables on time' in column O and a 'total deliverables' in column Q
The conditional formatting applies to =$O$14:$O$28 (which is the correct area I want formatted)
In conditional formatting I have chosen 'format all cells based on their values'
selected icon sets
Icon 1 (green dot) 'when value is' (Drop down menu is >=) then in value =$Q$14 (type drop down is Formula)
Icon 2 (green dot) 'when < formula and' (drop down menu is >) then in value =$Q$14 (type drop down is Formula)
Icon 3 (red dot) 'when <= formula'
But all results are presenting with red dots as per icon 3?

Q14 - 58
O16 - 11

O18 - 5
Q18 - 5
O20 - 13
Q20 - 13
O22 - 7
O22 - 11
O24 - 14
Q24 - 14

Where am I going wrong?
