Column 1 - product, column 2- total produced , column 3- units produced according to dates from 1-31st.

You can use conditional formatting, but not sure what column you are referencing. If column B...
Conditional Formatting
- Highlight applicable range >> B2:B100
- Home Tab >> Styles >> Conditional Formatting
- New Rule >> Use a formula to determine which cells to format
- Edit the Rule Description: Format values where this formula is true: =$B2 < TODAY()-15
- Format… [Number, Font, Border, Fill]
- OK >> OK
