You need only ONE rule for green:
=AND($C4>1,$C4<>"")

=$P$4="'" blank
=MAX($P4:$S4)=P4 red
=MIN($P4:$S4)=P4 green
Same principle, but two rules:
=AND(P4<>"",MAX($P4:$S4)=P4)
=AND(P4<>"",MIN($P4:$S4)=P4)
You should work the next one out for yourself so that you know that you understand.
